This would function like the House of Representatives, with every franchise/owner receiving the number of votes equal to their years in the world.
Right now the total adds up to 370, meaning that a rule change would need 186 'votes' to change.
Does this favor long-time owners, especially me? Hell yeah. But I've also found those are the types of owners who typically chime in. As with every 1 season owner, hopefully they enjoy their time and can stick around to grow their votes and thusly their influence.
